Should his shell look like this?

I had George out today while cleaning his enclosure. After snapping some photos I see what looks like a "skirt" around the bottom. Is this normal? I adopted him 3 years ago with some pyramiding, but never noticed this skirt so pronounced.

If that tortoise were in its wild habitat, likely it would be smooth....BUT...being that it is likely housed in a domestic environment....then, yet, it is alright.....but the more important thing is that it is fully lifted up on all fours....has great neck lift, has bright clear eyes....so looks good.
