Should his shell look like this?

I had George out today while cleaning his enclosure. After snapping some photos I see what looks like a "skirt" around the bottom. Is this normal? If that tortoise were in its wild habitat, likely it would be smooth....BUT...being that it is likely housed in a domestic environment....then, yet, it is alright.....but the more important thing is that it is fully lifted up on all fours....has great neck lift, has bright clear eyes....so looks good.
