Should I worry?

Last year my tortoise Crush weighed in at 160g This year he ways about 158g. I know now i have to wegh him more regually, but should i worry he isnt putting on weight?
His cirtificate says he is 1 year old well nearly 2 and a lady from a tortoise sanctuary told me he looked around 3 as i put him on an a4 piece of paper and sent her a picture as she had a good idea of his size (not got the pic no mre) but will happily do another?

As he is younge i thought as they grow slow his weight may b normal and i may not notice a weight change until he is at least 10 or something

Yes I'd be a bit worried that he hasn't put on any weight in a years time. If you could measure him, http://tortoiseforum.org/thread-6948.html, we can get an idea if that weight is good. Your Hermanns though should be growing and gaining weight.
What are you feeding and how often are you feeding? Are you using any supplements?
