Sick tortoise

I have a tortoise who has a flater shell that is a lighter color than my other tortoises and he drags his back legs. He has been this way for a few years. He eats and sunbathes and soaks in the water dish but I can tell he's not as healthy. Any ideas?

We are probably going to need information like...species? How is it kept? pictures are good...

Yes more care info is needed. If the two are being housed together get them separated asap.
