My turtle has dark circles around his eyes i'm not sure if he is sick it is cold so I don't take him out side !HELP! is he sick?

You're going to have to tell us a bit more or shoot us a picture before we can answer that question. For instance, what type of tortoise is it? Maybe this species has dark pigmentation around the eyes.
