Have a young red-foot coming in the mail right now and I am low-freaking out. I am using a short plastic bin with cypress mulch as the substrate and I don't know how I am going to maintain consistent humidity. I know a humidifer is probably the best solution but they are all pretty expensive and large.

My plan was to just spray the enclosure with water a lot and have my roommates spray it periodically when I am away too. I have some wet sphagnum moss placed in his hide-hole and scattered throughout the enclosure. Aside from buying a humidifier, what can i do to try and maintain a more consistent humidity level?

Keep it covered as much as possible. That'll keep in heat and humidity. You should post a picture of your set up.

And, with all that spraying, don't allow the habitat to cool down. Cool plus humid is deadly to baby tortoises.
