Skin tag on neck? Is that dehydration?

Theres a skin tag on my tort's neck. Does that mean dehydration? wanted to ask if this is normal? Should I soak him more? He's a 2 month old sulcata.

Looks like shedding skin to me. Is there any wound or scrape? If not, I wouldn't worry about it.
