Hi, so I've had my tortoise since last year he/she was in pretty bad shape when I got them their skin was bad when I got them but managed to get it slightly sorted but they have these bit of skin/scales that seem odd [flappy] mainly on his/her back legs and a bit on their head I've tried to soak him/her to soften the skin but doesn't seem to work.

Is it normal? And is there any thing I can do to help it?

Hello and welcome. That is the old skin flaking off. Just maintain the correct living conditions and keep up the soaks for good hydration.
