That is a European Ringneck, Terry. It is someone's released or escaped pet. They are a bit larger than our native Mourning doves, as you can see. See the distinctive ring around the back of the neck?

The color on that one isn't a true "white," but rather what they call "pearl." The eyes are probably more bright reddish brown than true red.

I have two in my cage in my kitchen White ones, that is. I also have fawns, wilds, peaches, and pieds.
