Yes it is for humidity, to grow smooth babies. Some of us also use humidifiers. Some of us just keep substrate moist along with daily tort soaks.

How often and how much do you spray?? :) I brought a spray bottle today!! Thing is I have a heating mat in the enclosure to but it's buried deep, will this be a problem?

Spray as much and as often as needed. The heating matt should help too. I spray mine everytime I walk into the kitchen. If I check the gauges and it's below 80% then I spray. :)

You should aim to spray at whatever temps are recommended for your specific tort otherwise if u spray below those temps it's cold humidity :( and I've actually heard marts help with the humidity and also warms the substrate. I'm considering getting one myself. But I have to ask is ur Matt under the tank/enclosure or inside the enclosure under the substrate?

Ok cool, thankyou!! :) and my mat is in the enclosure deep under the substrate, this way, like you said, it warms up the substrate which holds the warmth throughout the night, I don't need a light at night because of this, it doesn't drop below the temp :)

I think the mat should be under the tank right?

You can put it under but I've been told by a tortoise guru (not actual but very good source) that this is the best way and best way to benefit from it, if you get me lol

Where the mat goes depends on the type of mat. I would hope that one for under the substrate is water proof.

I mostly spray the tortoises shell. 3-4 times a day minimum for me. Some of the overspray wets the enclosure too. My enclosures stay humid enough with the damp substrates and covered tops.
