Welcome to the Forum!

I don't keep star tortoises, but from what I've read, you can keep them the same way as we keep leopard tortoises.

In my opinion, you should put down some dirt or some kind of substrate and get rid of the newspaper.

So to the Leopard tortoise section and read the "important threads" at the top of the page.

You also might want a bigger enclosure. A hide, substrate, and a water dish a least.

I don't know if its me but I think the guy in the left has already started showing some pyramiding. It's might just be me thought. I suggest get your substrate, humidity level and temperature fix ASAP. At young age they are more prone to pyramiding.
