I've struggled with this before, finding bugs, and last time it was a spider beetle. This time it's these little flies running around that rarely fly. For the most part they don't seem to bug my tort. Oddly enough this came shortly after planting a new hibiscus but I sanitized plant before and also the substrate was cooked at 400 on steel sheet trays, last time I did a change...
