i have a uva light do I need a uvb light instead or is either one ok? Or should I have both ?

Hello and welcome. Your tortoise needs both. What kind of tortoise do you have?

The sun provides both for free....

How big is he? Eventually he will need to live outside permanently unless he has a huge indoor enclosure.

Why don't you take a picture of your enclosure so that we may point out helpful hints?

UVB is essential for vitamin d synthesis which is needed for calcium processing. Your tortoise needs UVB, either from the sun or a bulb.

Here's a couple care sheet's I hope will help you in the right direction. Please read them thoroughly and ask if you have any questions.

Just a few things I see that can be improved is the substrate, and water dish. Change the substrate to something that can hold humidity. And the water dish is a flip risk. Get a terra cotta plant saucer for water. It's all in the care sheets.
