I don't know what their problem is or what exactly they do to the torts but they're no good. I had a similar one in my redfoot enclosure and she was always in here hide, away from the light. I switched to a tube fixture and bulb and now she's walking around the enclosure all the time.
I would not use that or anything like that. If you must use a florescent, then use a plain tube. We have not heard of a tube bulb causing any problems. Just be aware that there is some debate about whether or not they are effective. Some say yes, others say not so much. Personally, I use the sun for most of the year and just use MVBs for a short time in winter.
