Helloooo,
I was wondering if it is 104 degrees out should I take my baby sulcata " Fred" outside, and if so do I put him on the lawn or keep him in something?

No point. Keep the baby inside in optimal conditions when it is too hot or too cold outside.

Always use an enclosure of some sort for outside time. Letting them roam free is very likely to result in one disaster or another.
