Hi :) we need more information on how you house your tortoise to help you. Picture of his enclosure will tell us a lot as well. What temperature do you keep him in, what lightning do you use, how big is his enclosure and what are you feeding him?

You have all the information on what your Baby needs. Babies like it warm and humid. What are your temperatures and humidity? Your enclosure is big and that's good but on the other hand it's open so it will not hold humidity/heat inside.
What is your substrate? You need something that will hold the moisture in. Sand is too dry and may be eaten by your tort. You need to at least partially cover your enclosure and create conditions close to perfect for your baby. If it's too cold he will not thrive, the same goes to to dry, too hot etc.
Other thing is keeping him hydrated. I understand you soak her daily 15 min in lurk warm water? Babies sick ones specially need that. If she is not eating that is crucial.
What I would do is to for now place her in smaller hospital tank, at least partially closed with proper temperature gradient and humidity and give her time to improve. Soak her daily 20-30 minutes in lurk warm water (watch so it does not get too cold) and offer her food that she likes even not healthy on the long run like eg cucumber. To put some water and calories in her. If conditions are the cause of her state you should see a fast improvement. Other thing is a Vet visit to check for worms and do a basic check up. Babies can go downhill fast, so I would not wait with that either.
Ask if you can't find information needed, loads of people are here to help you! @Yvonne G, @JoesMum @wellington will you chip in?

How is the tortoise doing? We were having almost the excact same problem also a russian tortoise of 18 months old havent eaten for 2 weeks just a few bites and sleeping all the time. We now bathed him 2 days for 20 mins and he started attacking the food again. We also made sure the humidity is higher but that was easy with a closed terrarium. I think water is the most important part since we thought he didnt need baths at first. But now improving much!
