With the wire at the front, it's impossible to keep the substrate in at a decent depth and also impossible to raise the humidity.

It's unlikely to be high enough inside to hang a basking lamp.

Your tort will spend its entire time trying to get out as it can see through the wire.

Rabbit hutches are not suitable for torts.

If you're getting a baby tort then closed chamber, a vivarium is the way to go.

Otherwise, you need a tortoise table measuring 4' x 8' (1.5 x 2.2 metres) at least. Pet stores do not sell tables this large.

An old book case laid on its back with the shelves knocked out makes a good table. Line it with a shower curtain or pond liner and then put substrate on top of that.

I suppose with some modifications it could work. The problems, as I see it, are the fumes from the stain, a lot of wasted space in the "retreats", and I'm not a fan of two story enclosures and steep ramps.
