Can someone tell me if my tortoise a eye infaction or any other problem by these pictures.. if yes then how I can fix it

Welcome to the forum. What species is it? If you're not sure post pictures of the tortoise top and underneath.

Can you tell if he can see out that eye? Does he blink it when you move your hand towards it quickly?
I don't know what it could be. The eye looks normal except for that line.
If it doesn't seem to bother him, I wouldn't worry about it. Just keep watch of it for any changes.

He can lookk out that eyes and yes he does blink it quickly when i move my hand towards it .. do you think i should put some saline solution in the or no ?

Wait and see what @Yvonne G says. I have never had to deal with eye problems. I believe she has.

It could not be irritated from the lighting you are using could it? Coiled type fluorescent bulbs and Mercury Vapor Bulbs hurt their eyes. If you are using either of those types, get rid of them ASAP and change over to a straight tube fluorescent bulb for the needed UV.

I dont currently have any light for it except for the room light but im going to keep a light soon could you suggest me what light by link if thats alright?

Try to obtain an Arcadia straight tube fluoresent bulb. Here is one which comes with a fixture to hold the bulb:

I would get the 12% one for most tortoises.

You need to get lighting asap. He needs to bask at temps that reach 95-100 to properly be able to digest his food and keep things inside moving. Get this quickly or you will have bigger problems
A tube florescent for uvb arcadia is a better one. Ceramic heat emitters to keep the enclosure at a range of 75-80 during the day and can drop to 70 at night. These lights and heat are needed yesterday.
