My Russian tortoises shell seems to be very dark compared to other Russian tortoises. Is this a serious problem. IMG_20171012_201154798.jpg

Nothing wrong with that. Just a little dry looking though.

So should I soak my tortoise and make his cage more humid. And moisten his substrate

They do seem to slow this time of year and not eat as much. Mine is too. Yes, give him a soak a couple times a week until he doesn't look as dry. A warm humid hide is all you need. If that's harder then making the enclosure a bit humid, 50% then do that.

There seems to be a lot of variation in tortoise shell colouration.
My Tidgy is very dark for her species, nothing to worry about.

Your tortoise is full grown. The enclosure humidity is not as critical for you as it would be if he were younger. As long as he has access to water, that's all that is necessary.
