Thank you! I will do some research. I've just read that he may be dehydrated As his wee is very white. I've given him a good soak but he won't drink. Any suggestions?

Another photo of the underside of the tail area, so we can see the length of the tail, please.
He will drink if you keep soaking him, he will also absorb some water through his cloaca, the opening in the tail area, soaking helps with hydration in general.
Sprinkle water on his food so he gets some that way, too.

It appears to be a male based on the photo you posted of the plastron. Although the photo angle isn't the best to tell from. Your tortoise appears to have the typical body shape, rear plastral concavity and tail shape and size to be male.
