Tortoise puffy eyes

I’ve had my tortoise for two years about and over the last two months they have been keeping there eyes closed they are slightly puffy but no signs of infection it happended after I changed the soil to different kind than I usually use, when I noticed this I changed it back and I have been rinsing his eyes and putting tortoise eyes drops on him twice a day he’s eating fine and he’s active he also opens his eyes for a while but seems like it is still bothering him slightly should I be concerned or should I keep doing what I’m doing?

I used coco soil and I used a dry soil that I bought off of amazon it said it was made for tortoises but when I used that that’s when his eyes got really bad so I changed it back to the coco soil With the flower edible bedding in the inside of his enclosure i have also turned his heat lamp down slightly to keep some moisture I don’t have a photo and I’m not at home but I will get my partner to take a photo and I will upload

Yeah definitely avoid this kind of substrate, if it’s the only thing you changed and he’s eyes went like that, that’s likely the cause, they contain sand which can unfortunately be an irritant risk, feel free to check out this thread, it includes the substrates to avoid
