Cute tortoise. It is just where pigment is missing. As it grows it will probably be there but be smaller. I would accept it as a unique mark and nothing to get concerned about.

Yes it is very cute thank you! But, the mark doesn't appear until today morning, yesterday and big yesterday it wasn't there.
The turtle not tortoise looks to me to have a piece of the egg shell membrane stuck to it. Have you tried to see if it will come off?
Nothing to worry about. You can try to pick the edge of it and peel it off the shell.
