Yes. They are also called Steppe tortoise, Afghanistan tortoise, Four-toed tortoise, Russian box turtle, and no doubt I am forgetting another name or two.

Yes, an outdoor one for sure! Shorty, my own russian tort, has an outdoor enclosure that is moveable (though it is heavy) and you can change the shape because it has panels. It currently measures 5.5 x 4 feet.

An indoor tortoise table for one smaller adult Russian (like for the winter, remember when he weather is decent it's best to let them have as much outdoor time as possible) needs to be at least 3 x 4 feet, preferably larger!

You can build tortoise tables out of wood or an old bookcase with the shelves removed. I think there are also some commercial ones available but I'm not sure if they are large enough for adults.
