tortoise white spot on Shell

So my baby tortoise is now three months old. He lives on the outside, as I live in Venezuela an there's no winter here the tempeture is always around 26℃ and 31℃ and humidity depends but around 70/85%.
So I realize he had a white spot on the shell but I thought it was a gronw line...
She has a beautifuk Shell (in my opinion) EXPECT for that white spot.
As I live in a very poor country I had to talk to vets via internet to help my baby, one of them a reptile especiallist told me it was a fungal infection... I stared treating it and I haven't get any better and I'm.worried. IMG_20170819_180204665.jpg
As you can see she has a white line on her shell(the part in red) and the blue dots is where the shell is starting to peel of. Is a very Little peeling but is there I'm afraid...
Should I keep treating her for fungus? What do you think...

I'm not sure, but can't see anything that looks like shell rot or fungal infection here.
The bit marked in red just likes new growth and marbling to me, the blue bits are flaky, you say ?
Has he been exposed to strong direct sunlight or under a basking bulb for too long ?
I would just increase the frequency of soaking, myself.
But others will know more than I.
