Turtle eye growing something, help

The turtle just had a swollen eye as shown in the picture yesterday, only one eye is affected, what could be causing it and how do I help? Thank you

That looks like it might be the nictitating membrane. It sometimes swells due to stress or infection or injury. I think it's time for a trip to the vet. In the meantime, you can put a dab of soothing eye ointment on the spot.
