I got this new heat lamp for my mud turtle to bask under with a 75 watt bulb, and it says it reaches 99 degrees. Is it too much heat for him? Also how long should I keep it on during the day?

I got this new heat lamp for my mud turtle to bask under with a 75 watt bulb, and it says it reaches 99 degrees. Is it too much heat for him? Also how long should I keep it on during the day?
One way to measure is to place a rock where the carapace might be and then use a temp gun to check the temperature.
