I have recently gotten a horsefield (8 years old) is he OK without a UV light when outside and heat?
Any tortoise getting outside for an hour or two a week, in warm weather, does not need indoor UV.

What is the weight of your tort? Wouldn't want a big bird flying off with him. If you leave him unattended outside.

Do you brumate (hibernate) your tortoise? I ask because in mid summer you will be OK with outside UV exposure. However, most of the year, the sun is too low in the sky to get much effective UV exposure as far north as you are located. There is a reason tortoises are not naturally found that far north. So if you are keeping you tortoise active and growing year-round, in at least the period Sept - March, I would use supplemental UV even with outdoor time. Supplemental heat would be needed year-round.
