Will the ip20 be enough since the humidity should be 80%
At the ceiling level humidity is usually much lower. Arcadia UVB fixtures are rated as IP20 and work without problems. But it depends on overall product quality.
If I remember, you have transparent top lid - you can put ambient lights outside the enclosure.

The heat light socket says “use in dry places” what should i do

There are outdoor sockets and sockets for bathrooms, they come with some sort of water protection for cord attachment but the socket itself is the same as I understand it.

I haven't seen any messages on the forum about rust, short circuits and similar so they are anecdotaly safe to use. If the lamp holder comes with an on/off switch then make sure to leave the switch outside the enclosure.

There is like 3-5cm from a side and 5-7 from the other
I would add a bit more space. When using flood lamps we try create larger heated area and with that placement much heat will be projected on the walls.

Also, I suggest not to hang the dome using clamp. Check if there is a metallic bracket in the box or get hooks and metallic cord/chain from a hardware store.

What do you mean with a clamp?
Do you mean the thing that holds the ceramic socket?

If you have thermo-resistant plastics - you can try. But I would just get a piece of electric cable and bend it.

On Amazon search for "lamp dome bracket".

Yes, should work fine.

Usually distance is around 25-30cm above substrate (depends on lamp wattage and model). You put a thermometer probe under the lamp for 1-2 hours and check if temperature reaches 35-36C (95F). Don't get high wattage lamp from the start - a 100-150W lamp can easily overheat the enclosure. 75W is a good start point.

No i mean that when i hold it from the bracket it never stays vertical but rotates
Got it. Use a velcro or plastic zip tie to fix the power cord to the bracket. Usually, dome tilts when power cord pull it aside.

I didn’t find anything for a 10cm hole so i 3d printed one
