Should i put anything under the heat lamp
You can put a flat stone, slate or terracotta saucer turned upside down. It's not strictly necessary, but helps sometimes to achieve desired basking area temperature. It's better than getting a higher wattage basking bulb.

The black slates can get surprisingly hot, keep an eye on it with a temp gun.

I should soak him 20-40mins daily right?
And how would i know if the water is good or not for him i mean the temperature

Some measure it just using their hand, the water has to be luke warm like for a human baby.
Ok for the substrate
I should put the coco coir in water then dry it with my hands before putting it in the enclosure then what should i do after i get the tortoise to keep mist in it and keep the humidity 80%+

I should put the coco coir in water then dry it with my hands before putting it in the enclosure then what should i do after i get the tortoise to keep mist in it and keep the humidity 80%+
Then you just have to pour a cup or two of water in the corners. Usually once in a week or two. This will keep bottom of the substrate moist. Once in a month you can mix top and bottom layers.

After putting coir in the enclosure - pack it down with your hand. This will reduce mess and top layer will dry out more slowly.

The water has to be up to the point where the shell and plastron meet. I prefer to put the water in first since my tortoise doesn't like soaks and I feel like the water pouring in is extra stress.

Yes, more or less equal to have bottom layer evenly moistened. I add more water to the warm end (substrate there dries out more).

When you first put rehydrated coir usually there is no need to add water. It's damp enough.

You can add one cup in each corner of the warm side and half-cup in each corner of the cold side. Eventually, you will see how much is too much. You can make a hole in substrate and check - if you see a muddy pool that's too much. If coir is dried for 2 cm deep - you can add more water. There is no precise science behind it.

I believe, you questions about soaking water temperature and water level were answered above. Daily soakings are important to keep tortoise hydrated, prevent constipations and ensure smooth growth.

Can i use arcadia uvb bulbs with reptisun hood? T5
Because the reptisun bulb is now triple the price and I don’t know if it will come back to original price or not when i need it

What should i use to bond the acrylic to the enclosure the place i am going to bond it in contains wood and 3d prints because I couldn’t find anyplace to do a custom sheet and i need something that will be ok if i use it in the door without rotating the enclosure
