UVB for hatchling indian pond turtle

He's going to be in a temporary 10 gal set-up. Will it be suitable for him if I use one of the UVB heat bulbs such as the power sun? I do not want it to get too hot, nor do I want to deny him proper UVB. A 10 gal will be too small to have both a heat lamp and a uvb tube. I keep my reptile room around 78-80.

Is he strictly going to be water bound? If so then you can use an in tank water heater to maintain the water temps and then provide the basking spotlight along with the uva/uvb tube light across one half of the tank top over a basking spot....Just my thoughts ...

Mostly water 4-5 inches deep with a cork basking area. From what I read he requires a 90-95 basking area, and that can't be achieved with a uvb tube.
