wet head? dehydrated?

we recently bought another light fixture ( not dome type). a smaller size
for the heat lamp we also bought. ( 75w ) its about 15, 16inches above, near the sleeping area.

i noticed this morning that half his head, nose, and a bit around his eyes were wet. the water bowl is pretty cold in the morning, and half the time i never see'em in there anyway.

could this be a sign of dehydration? i soaked him last night for a little over 10mins :(

Sometimes when the eyes water excessively its due to too dry a habitat.
