Dies anyone know what type of plant this is and is it safe to feed torts?

Just a guess, but maybe a type of garlic plant?

Its some kind of grass/ground cover, just not sure what but its planted all over the yard. Has small pink flowers that shoot up.

it's kind of blurry, but it does look like it might be some kind of allium like Momof4 suggested...try digging some up: does it have bulbs under the leaves?

Sorry, was away a few days. No it doesn't have any bulbs to it. It is some sort of grass just not sure what (but it does have small pink flowers that looks like chive flowers). Cant seem to find it on the internet anywhere. Oh well, I may dig up a clump and take it to the nursery to be identified.
