What soil does my Greek Spur-thighed Tortoise want? And can i add some sand and mix it?
Do you want to keep it inside or in the yard? Outside in the yard, if the soil is well-drained you don't need to do anything special.
If you are building a space inside the house then coco coir is the safest choice but yard dirt can work too (adding sand for indoors tortoises is not a good idea).
Would be great if @Tolis can share how he keeps his tortoises.
If your yard is floor tiles or concrete, you will need a drainage to avoid flooding during rains and on top of it you can source some soil from nature: just find a piece of land outside the city where μολόχες (mallow) grows well and there is some distance from farm fields.I am in the proccess of constructing an outside enclosure because my yard doesnt have dirt. So what can I use?

What is in the area where the enclosure is going now?
If my yard is not dirt?If your yard is dirt, you don't need any "substrate". Just make the enclosure on the dirt. Like these:
