What Substrate to Use?

We are working on landscaping a portion of our yard before we adopt a marginated tortoise. These are the options we have for substrate:

Sands, Soils and Compost

Decorative Rock and Bark

What would be the best choice? We were thinking of the forest floor mulch or walk-on bark, but aren’t sure if that’s okay for these types of tortoises. Thank you!
