Hard to tell from that picture, but my guess is that the scales have been bumped off. ??????

Have you tried to scrub it gently with a brush? You can put a dab of Neosporen on it.

Maybe it's calcium on his face if it goes back while hes wet? I agree, scrub it gently or use your finger to pet it off hopefully it works :/

My first thought was he somehow got urates on his face, mine got it on his beak...but since there is a color change that likely isn't it. I would soak him and gently rub it with your finger, drop a spot of Dawn in the water. Dawn has been used successfully on wildlife far more fragile than a Russian tort, so it won't hurt him.
