And along with winter will be the cold so I'm worried about my Russian. Our house is really old so the air conditioning isn't the best so we don't get much warm air in most parts of the house. Bur I'm worried will my Russian be warm enough? I have a MVB bulb along with a CHI. But I feel like that won't be enough to keep it warm enough. Will he be fine through the winter with just that?

And also I know I could hibernate him, but I really don't trust myself to. I don't think I'm really ready to.

Yeah he's in his own room kinda. He shares it with a lizard.

Can you keep the temps overnight in that room >60F? Then your Russian tort won't need night heat.

And then a basking area of 95F where he can warm up during the day? (you can cover the enclosure with a PVC frame and plastic, if needed). Your CHE and MVB should be able to do this.
