An open top is real hard to keep humid. I have a reptifogger and it works pretty good for my enclosed chamber. Some people construct tents over their enclosures too.

You can do like this.0531150808.jpg
Mine is a table but shelve would be the same thing. It is just a simple frame covered with plastic. Not super pretty, but very effective. I keep the substrate moist and maintain 70 to 85 percent humidity.

Hardware stores will cut a piece of plexiglass for you pretty cheap...That way you can water the substrate like you do a plant. OH! line the bookshelf with plastic so the moisture doesn't hurt the wood.

Simple and effective, cheap too, if not too aesthetically pleasing.
I love it.

IMG_3487.JPG I use a raised garden bed with a greenhouse cover. I lined it with plastic and when I need to access the inside I just unzip the cover. It has been awesome. Humidity never goes below 80%.

I recommend against this. You will be fighting yourself the whole time. Take the time to build or buy a closed chamber and it will be eaiser and cheaper for you, and much better for your tortoise.
