I don't know if my tortoise is growing her shell or if she's pyramiding?

Hello and Welcome. Yes she has pyramided. Can't change it but you may be able to stop it from getting worse. Check out the caresheet.

Yes, sorry to say your tort has a bit of pyramiding, though nothing to worry about.

Do you give her daily soaks in warm water? What of humidity in her enclosure?

Do you have a better photo? From the top view, it looks slight, but if the photo in your avatar is of the same tortoise, that looks like substantial pyramiding.

Also, pyramiding is caused by growth in conditions that are too dry. That sentence should explain both the cause and the cure.

Thank you for all your responses I give her a bath in warmish water once every 2 days, and when the weather ther is right she is in an outdoor enclosure.
If it gets worse what shall I do?

I just saw your tort's pic. Personally I'd give her a soak each and every day, so as to stop the pyramiding.

Does she not have an indoor enclosure?

She will not pyramid further if you get your set up and particularly the humidity right.
Did you read the links I posted for you above ?
Please take good note of them and http://www.tortoiseforum.org/threads/sticky-hermanns-tortoise-care-sheet-updated.101410/
You must have a substrate that holds humidity: coco coir; orchid bark; cypress mulch or even yard dirt if you are certain it is pesticide/chemical free.
Dried grass is, obviously, too dry and will mold if you wet it which can cause respiratory infections.
