Don't buy it. One should always look for bright, shiny eyes, and active tortoise that you can see eating readily. If he'll give it to you for free, it would be ok to take it, but you don't have any reassurance the tortoise will be able to see and eat, and it may die.

he give me for half price, there is a video he is eating anyway i still confuse with it

I don’t think they have been raised properly. The last picture you showed they were all on dry rabbit pellets. If they have been brought up on them with no humidity I suspect they will be very dehydrated and it may affect their kidneys.

This is the stuff I mean. This stuff (rabbit pellet) is not good to raise tortoises.
Sulcatas need monsoon conditions, lots of heat and humidity. One of the biggest issues people on here will tell you about is babies being raised too dry. We are just advising you on what could happen, as we have seen it MANY times before.

so in your opinion it just effect eyes part only?
In my opinion move on 2 a better breeder.... But that's just my opinion... If he's trying to Sell you a Sick Tort for half price... Kind of makes me Wonder on his reputation and the living conditions of the Tortoise...

These babies are likely all sick and going to die. They are being raised all wrong. Species should never be mixed and no baby tortoise should be housed on dry pellets. An eye problem like that is an indication that something is terribly wrong.
