I have an 8 years old Marginated Tortoise called Albert.
Today when I went to go and check on him (he sleeps outside in the summer) he had these two small black marks on his shell. I don't know if its a natural chip or if its something I need to take action on like with shell rot.
He has a healthy appetite, his shell has a very minor amount of pyraminding that has never gotten worse since I got him and is on a varied diet of garden plants, weeds and some store bought food I checked on tortoise table that he could eat.

Can the black be picked off?
Is it like a hole or just on the surface?
Could it be just something he rubbed against and whatever it was just stuck to him?
Investigate a little more into the spots and let us know what it seems more like.

I don't understand this post.
You were able to pick it off?
Or you tried to pick it off and it didn't come off?
