Welcome to the forum!

He’s probably just trying to settle into his new environment. They usually take a few days.

But just to be sure, what are your temps? Basking, coolest part of the enclosure, and night?

What is your humidity?

Could we see a picture of your enclosure?

It''ll take a bit for it to get used to its new home. In the meantime, bee sure your humidity is at least 80%, your temps (on the cool side) do not drop below 80f, and you offer plenty of fresh nutritious foods. Be sure to monitor its drinking as well. Everything in moderation.

Have you read the links provided by techno? We need to know the temperatures in the tank. I’m assuming it has a screen lid, so if it’s too cold, he will be lethargic. Your enclosure needs a lot of work, an earthy substrate, a hide, a cover to provide humidity, etc. Do you have a way to read the temperature?

Things definitely need to be changed ASAP.
What is that substrate?

That enclosure is way too small. It should be in no less than 48x18 inches, 2x4 feet being better.

That water bowl should not be used. You need to be using a terra cotta saucer.

Do you have a thermometer? What are your temps? It is extremely important that you know those. A tortoise that is too cold will not eat or stay active.

Do you have any hides? The enclosure looks very barren.

Do you have any night heat? Your temps need to be 80 and above day and night, with a 95-100 degree basking spot during the day.

Please read the links I gave you, and make changes ASAP.

Don’t get a Tortoise table. Your tortoise needs a completely enclosed enclosure, not an open topped one. An open topped one will release all of your humidity and heat. Instead, go to Walmart and get the biggest Rubbermaid tub you can find, cut a hole in the top of the lid big enough for the lights to sit on, and line them with foil. Sit the lights on top.

Did you read all three links?

Sand that has calcium in it

Alright, you’re going to want to get rid of that right now, and replace it with damp paper towels until you can get a proper substrate. If he eats the sand, it could be deadly, and since it’s colorful and there’s calcium in it there is a huge chance of that happening.
