That is certainly a tiny tort. But the enclosure will be too small very quickly. (Nicely done, btw)
The light that you're using isn't a good source of uvb. Will your tort get any outdoors time in the sun?

I agree, too small even now besides of the lighting you need and the proper water dish you need. A clay saucer, the kind that goes under plant pots and big enough he can get all the way in it. Not deep but large.
A tube florescent for uvb
An incandescent flood bulb for basking
Ceramic heat emitter for any need night heat or added day heat
Temps at basking area needs to be 95-100
All over temps range from 75-80, you don't have enough room for the different temps needed.
Night temp 70
Add on making it a 4x2 or even better and will last longer a 4x6.
Also make it with no open top so you can get a humidity of 80%.
Also the round disc gauge needs to be a digital and placed at tortoise height.
You did a nice job on the build, just should have asked for size advice first.

Welcome you are in a place with lots of people that know a whole lot about your little fella. You will be told only information that will help him be the best little Hermanns he/she can be.
I personally love the drawing the best and the vicious sticker is pretty cool. You will most likely need to cover the top to keep moisture in (Humidity) it escapes with the heat out the opening. Someone with a little more knowledge will come along shortly.

I made an enclosure. 2 foot by 2 foot for our new baby western hermans tortoise. Menerva seems to love it but we would love any helpful suggestions.View attachment 368587
Hello and welcome! Before you do anything else, go remove the cup with the soil with perlite in it. Perlite is deadly. Get it out of there RIGHT NOW!!!

Next you need to replace the water bowl and double the enclosure size.

Then read the thread tat ZERO left for you. There is a temperate species care sheet near the bottom of that one.

Thank you for that it will be a great source of info. Our tortoise is from a breeder with allot of knowledge similar to this. My daughter volenteers at his place feeding the reptiles. At 9 she has goals to be an exotic pet vet. I know the tortoise will out grow that pretty soon but once we move ill be building a 4x8 enclosure. The lamp does keep the temps suggested but im going to up the wattage another 25 as suggested by you and the breeder. Again thank you for the info. I always found the more sources of info the better the results. Im glad we found this forum!

For now i moved the lamp directly on the grate
