I'm not telling you to do this, but if it were my baby, I would pick that off. I'd have a styptic pencil or powder handy in case it bleeds. It looks like dried serum. Something made the new growth in those places weep and the serum dried. You can pick it off, then rub some NeoSporin into the spaces.
Please read the "Important Threads" at the top of the Leopard Tortoise section. It looks like your baby could use a more humid environment. I'm saying that because of the raised growth spaces.
