How's its bowel movements? Are they regular and of good consistency? Torts absorb UVB primarily through the skin which is why the stretch out during basking. Mine will occassionally open its mouth as well for a few seconds. It doesnt stay open very long though.

Yes it doesn't stay open for more than 2 seconds. Bowel movements are regular like clockwork, poo being solid and glossy, urates being tooth paste texture. She has recently recovered from being dehydrated so I bathe everyday.

Aquatic turtles get into all sorts of odd and funny basking positions too. As long as everything else is fine, it's all good. Torts absorb UVB through their skin (not their shells), so they sometimes stretch out to get what they need.

Is it normal for a tort to stretch out all limbs including neck and open their mouths. Mine doesn't do it always just sometimes when basking

Its a good sign. Shows that they are comfortable in their environment and not too worried about predators.
