Just in case, any kind of strands, hair and such should not be pulled out. Just cut it with scissors at safe length (safe - means you don't risk to poke tortoise with scissors).
Today I pulled it out but I did it gently, why shouldn't I do that, I know I sound stupid asking why.

If it's a really long strand or hair there is a risk of intestinal damage. Strands found in coconut coir aren't dangerously long, usually. But it's a good habit to cut and not to pull.

Same applies for cats and dogs too (Christmas tinsels are particularly famous).

You can pull it out out gently, but don't force it if it isn't coming easily.

You don't sound stupid.

If there are fibers like that in your substrate, you have bought the wrong kind. You bought coco fiber. You want coco coir, which is also called coco peat for some brands. Orchid bark is a much better substrate for baby sulcatas.
