Yes a soak once or twice a week is sufficient for adults, daily for babies
Bathing implies soap and water and washing. I would not do that.
Soaking is putting the tortoise in warm water, and keeping it warm, for 30-40 minutes. Soaking help keep a tortoise healthy and well hydrated. It helps prevent a lot of the things that can kill them.
