Beak length. Is it too long

Hello there. My Hermann’s tortoise is just under 2 years old. I was observing her beak recently and wondered whether her beak was too long. What are your thoughts? Here is a picture:

Beak looks fine, but the tortoise looks dehydrated and the eye look like it has a cataract. What sort of UV bulb are you using and what distance is it mounted over the tortoise? How often do you soak?
