Beak problem

My 25 year old Tank (sulcata) has something going on with his beak. Looks like chipping or breakage. Is this normal? No history of trauma that I know of. His behavior and appetite seem normal. Does he need to see a vet? Please see photo

The beak is a bit overgrown and the edge is getting chipped off. It would not hurt to have a vet trim it back to a normal shape. The problem is that the tortoise will not like it and won't cooperate, so will most probably need to have some anesthesia to get a good job done. This makes the job more costly, but is worth it if you want it done right.
