Blood on a neck

Hello! Today I saw a small leopard tortoise in the pet's shop.
I noticed that there are blood on a tortoise's neck.
What can it be and how can I help him?

He probably cut himself on that large rough looking rock... He needs a safer enclosure and to have his cut cleaned and treated if needed. That habitat was not designed for tortoises.
