I plan on getting a 20 gallon long tank and filling it up to the brim with water then getting a turtle topper. Will they get along? Can I fill it up all the way?

They may get along and they may not. Likewise for two of the same of either kind.

A 20 gallon tanks pretty small, they will need more room soon, maybe mud or
Musk turtles might be better
