It's really pretty for you, but it is my experience that tortoises like a dark secure hide that they can feel safe and protected in. Yours IMHO is too open, it's not a "hide" at all just a decoration...

its only that bright because i used the flash. its dark under there normally

Can you pile some leaves, moss, or more bedding in there for him to snuggle down into? That is what the others are trying to say. When tortoises "hide" they are snugged down in somewhere, completely covered or surrounded, tightly. He will want something to burrow into.

It is pretty, and if you add something like I mentioned, it should work fine.

Think of it like your bed, without blankets. You would feel exposed.
